Turning off the Windows debugger

Hi,
I'm trying to re install text speaker but when I try to it says to turn off the debugger. I've got avast anti virus and I tried turning it off but I still can't get text speaker up and running. What am I doing wrong? Thank you.

Text Speaker will not run correctly with debugger software also running.

The problem may be caused by Microsoft's Dr. Watson. Here are instructions for turning it off:
